Does anyone know how to correctly use glove bags on asbestos wraped pipes?

The pipes are 1″ verticle 8′ long

To use glove bags properly, first start out by puting all your tools (scrapers, chisels, etc and a spray waterbottle) in the glove bag at the bottom. Use duct tape to attach the bag arround the pipe (make sure there are no gaps. Start on one side and work your way down to the other end. First spray the asbestos with the water to eliminate dust inside the bag. Chisel the asbestos off and then re-spray the bare pipe to clean all of the dust off of it. When you are done with one section, move all your tools to the inside of one of the glove hands. Then tie off the glove hand with the tools inside it and tape it shut. remove the glove hand with the tools so the bag is sealed with tape and the glove is also sealed. Then remove the glove bag from the pipe and seal it quickly with duct tape. Then put the bag with the tools in a new glove bag and start over. This way you dont get exposed to the asbestos dust on the tools. Remember, eliminate as much exposure to dust as possible. Also, dispose of the glovebags in marked black asbestos bags and bring them to a proper waste removal location. You may get fined if you are caught throwing it away with normal garbage. (big fines). Remember to wear proper masks and not to wear the same clothing around your house.
